This paper aims to analyze the possibilities and limitations of the impacts produced by investments in road infrastructure on economic growth at local and regional level. The discussion is based on concepts and cases reported in the literature on the relationship between road transport infrastructure and the dynamics of the regional economy, from the perspective of spatial economics, more specifically on the theory of business location decision; and under the approach of transport economics, which relates the generated and induced traffic with economic activities. The empirical study refers to the effect, at the regional level, of the duplication of BR 232-PE, from Recife to São Caetano, 150 km of road extension, opened to traffic in 2004, with an assessment period until the end of 2010. The findings emphasize the capacity of road infrastructure to positively impact the directly benefited region, with respect to aggregate output growth, job generation, opening new businesses and the growth of wages. However, it is also observed that this project has been unable to: (i) produce a balanced growth in the region, (ii) alter the hierarchical relationships between cities, (iii) stimulate the redistribution of income; and (iv) help to promote fiscal sustainability in the public finances of the benefited municipalities.Downloads
