Dworkin's theory of justice and its application in the domain of transportation

Abstract

Transport justice and equity issues have grown in importance in the transport literature in recent years. However, as it is a normative concept, the definition of equity in transport runs through the understanding of a theory of justice and the meaning of equity in the context of that theory. In addition, it is necessary to assess whether it is possible to apply the transport magnifying glass to a given theory without losing its logical essentiality. This article reviews four theories of justice recurrent in the literature and critically evaluates their provisions considering the perspective of transport, and proposes the use of Dworkin's theory to support the analyses. This theory was chosen for two main reasons: a) Dworkin's line of thought allows the extension of his theory to analyze specific problems, without the need to develop a more comprehensive theory of social justice; and b) the notion of equity in distribution is directly linked to the cost of providing the desired distribution.

É professora Assistente II da Universidade Federal de Alagoas. Possui doutorado em Engenharia Civil, área de Transportes e Gestão das Infraestruturas Urbanas na Universidade Federal de Pernambuco. Possui o título de mestre em Engenharia Civil (2016) e graduação em Engenharia de Produção (2013) pela mesma universidade e graduação em Engenharia Civil (2019) pela Universidade Maurício de Nassau. É revisora das revistas Journal of Transport Geography e Revista Transportes. Atua em pesquisa na área de Transportes, com ênfase em Economia dos Transportes, atuando principalmente nos seguintes temas: acessibilidade, inclusão social, motocicleta, gênero, tempo de deslocamento ao trabalho, mobilidade, polo gerador de viagens. Produz conteúdo para divulgação e popularização de pesquisas e estudos sobre mobilidade urbana no Instagram e Podcast @atransportista.

Maria Leonor Alves Maia, Federal University of Pernambuco, Pernambuco –Brazil

Graduação em arquitetura pela Universidade Federal de Pernambuco (1985), mestrado em Urban Development Planning pela University College London (1991) e doutorado em Urban Development Planning pela University College London (1996), Reino Unido.Em 2008-2009, realizou estágio pos-doutoral na Bartlett School of Planning, University College London, Reino Unido, com foco na temática da mobilidade urbana sustentável. Professora Titular da Universidade Federal de Pernambuco, bolsista de produtividade do CNPq. É membro da RESET - Rede de Estudos de Engenharia e Socioeconômicos em Transporte, grupo multiinstitucional de pesquisa e consultoria, e da RedPGV - Rede Ibero-americana de Estudos em Polos Geradores de Viagens, constituída por 26 universidade de 9 países. Tem experiência na área de Planejamento Urbano, com ênfase em Transporte e Uso do Solo, atuando principalmente nos seguintes temas: planejamento urbano, acessibilidade, transportes, mobilidade urbana e gestão urbana. Exerce desde 2012 a função de Diretora de Relações Internacionais da UFPE.
